POSITION DESCRIPTION:
The University Registrar is a key administrative leader responsible for the integrity, security, and accuracy of all student academic records, the management of registration processes, the assignment of instructional space, the implementation of academic policies, and the assurance of institutional compliance with federal, state, and accreditation regulations. Reporting to the Associate Vice President for Academic Resource Management, the University Registrar provides strategic direction and operational oversight to the Office of the Registrar with supporting student success, institutional effectiveness, and the broader mission of Southern Oregon University (SOU).

Minimum Requirements
• Master’s degree.
• Five (5) years of higher education experience in a leadership role related to the job duties listed above.
• Demonstrated experience working with Ellucian’s Banner, DegreeWorks, or related student information systems and software.
• In-depth knowledge of FERPA and other federal/state regulations governing student records.
Preferred Requirements
• Eight (8) years of experience in registrar or academic records functions.
• Extensive leadership experience in registrar or academic records functions.
• Experience with systems integration and data analytics in a university setting.
• Familiarity with curriculum management, catalog systems, and academic scheduling tools.
• Experience managing compliance-related audits and reporting (e.g., IPEDS, Clearinghouse).
• Experience with Workday Student.
Essential Functions
Duties – The following examples are typical work activities that are meant to illustrate the general range of work functions and are not meant to be all-inclusive or restrictive:
(40%) Academic Records Management Oversight
• Ensure the accuracy, integrity, and confidentiality of student academic records in compliance with institutional policies and FERPA regulations.
• Oversee registration, grade processing, degree conferral, academic standing, transcripts, and diploma issuance.
• Oversight on catalog and course schedule production in partnership with Provost’s Office, academic departments and deans.
• Lead development of Academic Calendar and Exam schedule in partnership with Provost’s Office.
• Lead the development and application of registration, record-keeping, and graduation policies and procedures.
• Oversee the use, development, and implementation of student information systems (e.g., Banner, Workday Student), ensuring data quality and system optimization.
• Facilitate cross-functional collaboration to support curriculum changes, catalog updates, and academic progression.
• Supervises the evaluation and recording of transfer credit for the University, including credit for Advanced Placement and International.
• Baccalaureate examinations, credit from study abroad programs, ensuring that credit is transferred with the approval of the faculty, in accordance with University policies, external regulations, and best professional practices.
(35%) Compliance & Reporting
• Ensure institutional compliance with FERPA, state regulations, accreditation requirements, and federal guidelines related to student records and enrollment.
• Manage student enrollment and degree reporting to national and state agencies (e.g., National Student Clearinghouse, Veterans Affairs).
• Partner with Institutional Research and Provost’s Office to ensure timely and accurate institutional reports and audits related to enrollment, graduation, and academic history.
• Coordinate record retention and data governance in line with state and institutional archival requirements.
• Serve as a campus resource for interpretation of academic policies and regulations.
(20%) Leadership and Administration
• Provide strategic leadership and supervision for the Registrar’s Office, including hiring, training, mentoring, and evaluating staff.
• Create a culture of service excellence, innovation, and continuous improvement that supports the student experience.
• Manage the department’s budget, ensuring efficient use of resources and alignment with university priorities.
• Serve as a key contributor to campus committees focused on academic policy, student success, and administrative systems.
• Maintain proficiency in information technology relevant to registrar functions, including data management and reporting tools.
• Collaborate with IT, Enrollment Services (Financial Aid, Admissions, and Raider Student Services), Student Affairs (Dean of Students Office, Advising, Disability Resources, Veterans Resource Center, and New Student Orientation) and Institutional Research to provide leadership in implementing technology solutions that enhance student services, improve operational efficiency, and streamline workflows (e.g., degree audit systems, electronic transcripts, self-service tools).
• Represent Southern Oregon University on statewide committees and working groups related to academic records, transfer policy, degree completion, and student success initiatives.
• Serve as ex-officio member of Curriculum Committee,, member of Policy Council, and member of Enrollment Management Council.
(5%) Other duties as assigned
• Coordinate the annual commencement ceremony with multiple stakeholders from across campus.
• Participate in professional development activities and represent SOU in regional and national registrar and academic records associations.
• Support campus-wide initiatives aligned with the university’s strategic plan.
• Perform other responsibilities as directed by the Associate Vice President for Academic Resource Management.
• Serve on additional university committees and task forces as applicable.

• Excellent communication skills; demonstrated ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.
• Demonstrated customer service experience requiring a very high level of diplomacy and professionalism to effectively handle a broad range of sensitive interpersonal situations.
• Demonstrated ability to interpret and consistently apply a wide variety of complex policies and procedures where specific guidelines may not always exist.
• Expressed ability to work with frequent changes in policies and procedures, under pressure of deadlines in a fast-paced environment.
• Strong analytical and research skills; demonstrated ability to gather, evaluate, and to develop well-reasoned conclusions and recommendations.

• Excellent organizational and time management skills with the demonstrated ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines.
• Excellent computer skills and proficiency with a variety of computer applications including word processing, spreadsheets, databases, online systems, social media platforms, Internet as well as online calendaring and email.
• Demonstrated ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.

Physical Demand
• Normal office activities such as sitting/standing at a desk, using a computer, answering phones, and communicating in person both in writing and via phone with others.
Special Conditions
• Must be willing to travel and attend training programs off-site for occasional professional development.
• Must be able to work additional hours and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
• Must be able to successfully pass a pre-employment background check.
• This position classification has been defined as exempt and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
• The person holding this position is considered a mandatory reporter under the Oregon Revised Statutes and is required to comply with the requirements set forth by the Oregon Department of Human Services.

SOU Land Acknowledgement
We want to take this moment to acknowledge that Southern Oregon University is located within the ancestral homelands of the Shasta, Takelma, and Latgawa peoples who lived here since time immemorial. These Tribes were displaced during rapid Euro-American colonization, the Gold Rush, and armed conflict between 1851 and 1856. In the 1850s, the discovery of gold and settlement brought thousands of Euro-Americans to their lands, leading to warfare, epidemics, starvation, and villages being burned. In 1853 the first of several treaties were signed, confederating these Tribes and others together – who would then be referred to as the Rogue River Tribe. These treaties ceded most of their homelands to the United States, and in return, they were guaranteed a permanent homeland reserved for them. At the end of the Rogue River Wars in 1856, these Tribes and many other Tribes from western Oregon were removed to the Siletz Reservation and the Grand Ronde Reservation. Today, the Confederated Tribes of Grand Ronde Community of Oregon (http://www.grandronde.org) and the Confederated Tribes of Siletz Indians (http://www.ctsi.nsn.us) are living descendants of the Takelma, Shasta, and Latgawa peoples of this area.
